Mayor to lead drive to boost diversity and inclusion in London’s infrastructure sector

London — The Mayor of London, Sadiq Khan, Wednesday set out plans to boost diversity in London’s infrastructure sector, as a new report commissioned by City Hall revealed women, people from Black, Asian and Minority Ethnic (BAME) backgrounds, disabled and LGBTQ+ Londoners are significantly underrepresented in the industry.

The report – Supporting Diversity and Inclusion in the Infrastructure Sector – confirms women are under-represented in the industry compared to the economy as a whole: 21 per cent versus 47 per cent across all industries. Meanwhile, only six per cent of those in the industry are from a BAME background, compared to an average of 15 per cent across all industries.

Sustainable growth in London is dependent on a diverse and inclusive workforce which reflects the city it serves – however many of London’s communities have long been under-represented in the industry.

The report identifies a range of socio-economic factors which act as barriers to entering the infrastructure industry. They include the industry having a ‘white male’ image, which is reinforced by a lack of exposure to the sector through school careers guidance.

Recommended measures to address this include proactive outreach and mentoring initiatives, as well as better advertising of work experience placements.

More specifically, the Mayor is committing to using his existing London Enterprise Adviser Network to reach every London primary school over the next three to promote the infrastructure sector and highlight ways in which under-represented communities can make their way into infrastructure careers, a press release from the Mayor office stated.

Sadiq has also  launched his new Infrastructure Advisory Panel (IAP), comprising 43 leading figures from the infrastructure and development field who will advise the Mayor on a range of issues. The membership of the panel is 30 per cent BAME and 70 per cent women.

The Mayor of London, Sadiq Khan, said:In a city as dynamic as London, our infrastructure should be the envy of the world – a vital way of ensuring it’s as good as it possibly can be is to help the sector reflect the range of talent in the capital.

“That’s why I’m proud to announce the steps we’ll be taking to help increase diversity and inclusion in the infrastructure sector.

“I’m clear that your background should never be a barrier to what you can achieve – and I’m determined to do all I can to help London’s best and brightest make use of their skills across this important field.”

The Mayor is also launching measures to help the infrastructure sector cut congestion and disruption to Londoners:

·                street works pilot schemes will launch in Tower Hamlets and Hackney to promote a ‘dig once’ approach to road and utility works to reduce the amount of disruption to Londoners;

·                a new service – coordinated by City Hall’s infrastructure team – being piloted in Westminster, Tower Hamlets and Croydon to help the public and private sector organise infrastructure works for development together;

·                the launch of the third version of the Infrastructure Mapping Application (IMA), which helps transport providers, utility companies, boroughs and contractors coordinate roadworks and supports better planning for new homes and businesses.

These measures are aimed at promoting good growth and tackling the huge cost of congestion in London. In 2016, it was estimated that congestion cost the capital £6.2 billion and this is forecast to rise to £9.3 billion by 2030.

Studies show some 15 per cent – or around £900 million – of this is caused by roadworks (1). In 2018, Londondrivers lost an average of 227 hours and £1,680 due to congestion (2).

Deputy Mayor of Tower Hamlets for Planning, Air Quality and Tackling Poverty, Councillor Rachel Blake, said: “It’s fantastic to be using innovative new ways to co-ordinate infrastructure delivery in Tower Hamlets. Working with the GLA and utility companies we are reducing costs and delays on our roads, making our borough a better place to live for our residents.

“As one of the first councils to declare a climate emergency, this is another positive step in reducing the environmental impacts of infrastructure and development. We hope that we can show the way forward for all Local Authorities through this creative and collaborative approach”.

Head of HR at Ofwat, Sarah Lal, said: “Ofwat is committed to ensuring its communities are supported by organisations that are inclusive and representative to protect the interests of customers. I’m delighted to be part of this initiative so that Ofwat can lead by example.

“The report includes cross-company reverse mentoring with diverse employees and senior leaders and to provide every primary school-aged child in London with the opportunity for meaningful encounters with professionals in the sector. Working together to deliver the pledges outlined in today’s report will help make changes for the better within the infrastructure sector.”

Director of Connections at UK Power Networks, Mark Adolphus, said: “Following a new collaborative approach to planning,  UK Power Networks have been working with Tower Hamlets’ street works team, Cadent, Thames Water and TfL to identify a number of projects where joint working will enable cost savings and a significant reduction on the number of excavation days needed in the area.”

Area Director for London at the Environment Agency, Charlotte Wood, said: “Using the IMA with the GLA and working with the network of users has led to many conversations with infrastructure providers and local authorities around collaboration and delivering good growth in London. These conversations would not have happened as early, or perhaps at all, without the IMA and the GLA highlighting the opportunities. It’s a fantastic tool and great network to be part of.”

Virendra Sharma MP pledges their support to increase maximum sentences for animal cruelty at Battersea event

London — Virendra Sharma MP   attended Battersea’s reception on Wednesday 12 February to show support for changing the law to increase the maximum sentences for animal cruelty.

Currently, Courts in England & Wales can only punish the most serious animal cruelty offences with a maximum of up to six months in prison, a banning order and an unlimited fine.

Last week saw the measure return to Parliament, following the introduction of a new Bill to change the law, allowing for sentences to increase to a maximum of five years for animal cruelty offences – something Battersea has been campaigning on since 2017.

The Government has already indicated its intention to support the Bill during its passage through Parliament. This change would provide the justice system with the flexibility to treat the most shocking acts of animal cruelty much more seriously than it can at present.

Sadly, Battersea sees shocking cases of animal cruelty all too regularly.

April, a Staffordshire Bull Terrier, was brought into Battersea late at night after a police officer found her alone on a freezing London street. She had an infected wound on her muzzle where her mouth had clearly been taped or wired shut. Following months of surgeries, April made a full recovery and eventually found a loving home. Unfortunately, not all dogs and cats are as lucky as April.

At the reception, Virendra Sharma MP added their signature to a pledge board to underline their support for the change to the legislation.

Virendra Sharma said: “It’s critically important that we change the law to better protect animals in the future. The current maximum penalty is neither a punishment nor a deterrent to offenders and this change is long overdue. I’m proud to support this Bill and Battersea’s campaign.”

Northern Ireland already has sentences of up to five years, and the Scottish Government is currently legislating for five-year sentences.

Is this Indian villager faster than Usain Bolt?

London—Is an Indian farmer faster than Usain Bolt? Indian media is asking.

A Karnataka villager and Kambala jockey has become an overnight sensation after he ran the traditional buffalo race, covering 142.50 meters in just 13.62 seconds, www.news18.com reported.

The timing was enough to make 28-year-old Srinivasa Gowda the fastest runner in the history of the traditional sport of the coastal region, breaking a 30-year-old record. It also led to comparisons with Bolt’s world record sprint of 100 meters in just 9.58 seconds, the report said.

As Gowda ran 142.50 meters in 13.62 seconds, people simply calculated what his speed would have been for 100 metres. It turned out to be just 9.55 seconds, .03 seconds faster than Bolt’s record.

Although the records cannot be directly compared, since the Kambala jockey was running alongside a pair of buffaloes and the speed generated was also by the animals. But the race was run in a slushy field, which can only be a speed deterrent, the news report said.

Even without the comparisons, Gowda’s feat is remarkable on its own.

“I urge the Athletics Association of India to take this man under their wing & make an Olympic champion of him. Wonder how many hidden talents we have!,” tweeted veteran MP and Indian Congress leader Shashi Tharoor.

Kambala is an ancient, traditional Buffalo race in muddy or slushy paddy fields of Mangalore and Udupi regions of Karnataka, India.

Many villages organise Kambala in which dozens of enthusiastic youth participate with their best trained buffaloes.

After his run made him an overnight sensation, a smiling and shy Gowda told media that he was surprised by the amazing response he is getting.

“I love Kambala. The credit of my success should also go to my two buffalos. They ran very well. I chased them or drove them”, he said.

His unbelievable feat has set the internet on fire. Several thousand people across the globe have shared it on Twitter and Facebook.

Under pressure from some animal rights activists, Kambala was banned a few years ago as it involves the jockeys whipping buffaloes to make them run faster.

However, then Congress government in Karnataka passed a special legislation allowing it, the news report said

Nepal Shuts Down Resort Where 8 Indian Tourists Died In A Gas Leak

PTI, Kathmandu — Nepal has suspended the licence of a mountainous resort for three months due to poor security management and managerial weakness at the hotel where eight Indian tourists, including four minors, died of possible asphyxiation, according to media reports.

Tragedy struck a group of 15 tourists from Kerala when eight of them died on January 21 due to possible asphyxiation after they fell unconscious probably due to a gas leak from a heater in their room at a mountainous resort in Makwanpur district.

The tourists were airlifted to HAMS hospital here where they were pronounced dead on arrival. Makwanpur police said the victims might have fallen unconscious due to asphyxiation.

Nepal’s Department of Tourism on Sunday imposed a ban on the operation of Daman-based Everest Panorama Resort for three months based on the report submitted by a probe committee formed to investigate the death of the Indian tourists from Kerala, the Kathmandu Post reported on Tuesday.

The department decided to shut down the resort as the report submitted by a probe committee pointed out poor security management and managerial weakness at the resort for the incident, it said.

The Ministry of Culture, Tourism and Civil Aviation had formed the probe committee under Surendra Thapa, the director of the Department of Tourism. After a field inspection, the committee had submitted its report a few days ago, pointing to the shortcomings of the resort.

During the investigation, the committee found the resort had not been following the recommended safety measures and was providing substandard services to its guests, The Himalayan Times reported.

Moreover, the committee discovered that the resort had not fulfilled the criteria set by DoT to be categorised a ”resort”, it said.

Mira Acharya, director of DoT was quoted as saying by the report that the resort’s operations have been halted as per Section 15 of Tourism Act-1979.

“If the resort owner wishes to resume services after three months of suspension, the resort should be upgraded as per the Hotel, Lodge, Restaurant, Bar and Tourist Guide Rules-1981 and also meet the criteria mentioned in a notice published in the Nepal Gazette under the title ”Hotel Classification and Criteria”,” Ms Acharya said.

She added that the resort would also have to undergo the Environment Impact Assessment to get the permission from DoT to resume operation.

Meanwhile, the resort management has said that they will work towards meeting the standards fixed by the department and run the resort efficiently.

“We will work towards meeting the standards fixed by the department and run the resort efficiently. We are saddened by the tragic incident. We will ensure that such incidents don”t occur in the future,” said Sudesh Gautam, the operator of the resort was quoted as saying by the Kathmandu Post.

The group, after travelling to Pokhara — a popular mountainous tourist destination — was on their way back home and stayed at Everest Panorama Resort in Daman.

Those who were killed were Praveen Krishnan Nair, his wife Saranya Sasi and their three children and Ranjith Kumar Adatholath Punathil, his wife Indu Lakshmi Peethambaran Ragalatha and their son.

Everest Panorama Resort was established 28 years ago in Daman Simbhajyang area, a tourist destination in Bagmati Province. The tourist numbers, according to Thaha Hotel Association, have plunged after the tragic accident of January 27.

India, Bhutan, Bangladesh and Nepal to motor vehicle pact

Kathmandu — Officials from the Bangladesh, Bhutan, India and Nepal (BBIN) grouping on Saturday agreed to speedily finalise passenger and cargo protocols for the implementation of the BBIN Motor Vehicles Agreement (MVA).

A meeting of the officials held in New Delhi discussed the passenger and cargo protocols which will give effect to the agreement to regulate passenger, personal and cargo vehicular traffic between the four countries that was signed in June 2015, the external affairs ministry said in a statement.

This was the first meeting of the group of officials since January 2018, when the two protocols were last discussed, The Hindustan Times writes.

“The meeting was held in a friendly and cordial atmosphere, with the delegations agreeing upon the need to expeditiously finalise the passenger and cargo protocols for implementation of the BBIN MVA. The meeting agreed to endeavour to revert by May 2020 on the process of internal consultations by respective countries based on the discussions of the meeting,” the statement said.

The delegations also discussed a draft enabling memorandum of understanding (MoU) to be signed by Bangladesh, India and Nepal for implementing the MVA by the three countries. The delegations of the three countries agreed to consider expediting the finalisation of this MoU.

Bhutan consented to the entry into force of the MVA among the three other countries without any obligation to it, pending the completion of internal procedures for ratifying the MVA.

The Bhutanese delegation participated in the meeting in an observer capacity, as decided by the country’s government.

Nepal granted permission to WeChat Pay to conduct its operations

Nepal Rastra Bank (NRB) recently granted permission to WeChat Pay to conduct its operations in the country.

Meanwhile, NRB has allowed NMB Bank to provide the settlement services of transactions made through WeChat Pay in Nepal.

Rewati Nepal, executive director and head of Payment Systems Department of NRB, informed that We- Chat had been granted permission to operate its business in Nepal recently. “However, due to some technical reasons WeChat Pay has not yet started providing its services in the country,” he said.

As per a source at NMB Bank, who did not want to be named, there have not been any transactions made through WeChat Pay yet as a result of the coronavirus outbreak due to which Chinese travellers have not come to Nepal. The source also said there are a few technical issues that need to be settled.

Similarly, Alipay, another China-based payment service provider, is in the process of obtaining licence from NRB to start its services in the country, Nepal said, the Himalayan times write.

“There are some technical issues remaining and once they have been settled we will give permission to Alipay to start its services.”

WeChat Pay and Alipay are particularly popular among Chinese tourists and were being used previously too to pay for transactions in the hospitality sector in Nepal.

The Aam Aadmi Party (AAP) is leading in more than two-thirds of the 70 seats in Delhi

New Delhi:   The Arvind Kejriwal-led party is set to win 63 seats as counting of votes neared its end while the BJP — which led a high-voltage campaign on anti-CAA protests and nationalism — settled around seven seats after initial gains.

The Aam Aadmi Party of India repeated its 2015 feat in Delhi as it reduced its closest rival – BJP- to single-digit seats in the 70-member assembly.

Both AAP heavyweights Manish Sisodia and Atishi Marlena have won their respective seats after initial scare. The biggest AAP heavyweight trailing at the moment is Speaker Ram Niwas Goel.

During campaigning, the ruling AAP had sought to retain power on the work done in the field of education, health, and in providing cheap electricity and water, while the main opposition BJP conducted a massive campaign, roping in most of its 70 union ministers, 270 MPs and leaders and Chief Ministers from various states, to deliver it’s campaign message on anti-CAA protests and nationalism.

“This is a win for Mother India,” a grinning Mr Kejriwal told his supporters at the AAP office. He waved and blew them kisses, and said he “loved the people of Delhi”.

The 51-year-old former bureaucrat rose to political fame as an anti-corruption campaigner. He first became chief minister in 2013 and was then re-elected in 2015 with a landslide. He has been credited with turning around Delhi’s government-run schools, establishing affordable neighbourhood clinics and providing cheap water and electricity, BBC writes.

He has also consistently campaigned for greater autonomy for the state, as control of its police force and land still rest with the federal government.

WHO chief warns against coronavirus conspiracy theories and misinformation

London — The director general of the World Health Organisation (WHO) says people need access to accurate information to protect themselves in the coronavirus outbreak.

Dr Tedros Adhanom Ghebreyesus warned misinformation was making the WHO’s job harder as well as causing confusion and spreading fear among the public, Metro online writes.

As well as battling the virus, Dr Ghebreyesus said health chiefs are also fighting back against trolls and conspiracy theorists who are undermining the WHO’s response.

Several coronavirus conspiracy theories have spread online with Russia’s Channel One claiming President Trump and the US government is behind the outbreak, while claims people should keep their throats moist, avoid spicy food and load up on Vitamin C to avoid the virus have all been proved to be false.

Dr Ghebreyesus said the WHO’s communications team has redoubled its efforts to track misinformation in several languages.

The WHO is also asking social media companies to filter out fake news, while appealing to influencers to spread factual messages to their followers, particularly in the Asia-Pacific region.

China’s virus death toll rose by 89 on Sunday to 811, passing the number of fatalities in the 2002-2003 Sars epidemic, but fewer new cases were reported.
